The Heywood Town Centre Master Plan envisions the town as a vibrant centre of character and attraction, celebrating local culture, enterprise, community, and heritage. It aims to create a civic heart that is well-connected, accessible on foot, by bike, or by public transport, and defined by two distinct character areas: The Civic and retail centre. The town’s assets include its community-focused identity and opportunities for regeneration are plenty.
The redevelopment of Heywood Civic centre which has been the backdrop to many of the town’s events for decades is being delivered by RDA and funded by the Arts Council, Rochdale Borough Council and Your Trust. The scheme which is currently on site, will see a new cafe and bar installed at its front as well as an expansion of the foyer and a makeover of the performance space and back of house facilities, creating a more inclusive, flexible and accessible cultural venue for the community.
Plans for Peine square in front of the Heywood Civic to undergo transformation, have been submitted for planning. The proposals looks to have the public realm configured to be able to hold outdoor performances and events as well as tiered seating to enjoy the new green spaces.
Such opportunities include integrating quality bus transit principles, enhancing connectivity to the train station, and reducing traffic through the town centre to prioritise pedestrian-friendly spaces. A “Streets for All” approach will focus on improving public realm provision, balancing roadway widths, and fostering pedestrian activity. The plan emphasises creating a sense of arrival with distinctive gateways to establish a unique identity for Heywood.
Key objectives include supporting residential development, curating a balanced mix of uses for an active high street, and providing robust social infrastructure that adapts to population growth. By redefining Heywood’s spaces and improving accessibility, the masterplan seeks to create a legible and balanced town centre that supports its community while fostering growth and connectivity within the broader city region.
